Personnel actions taken; trip requests approved

The Blount County Board of Education kicked off what should be a busy summer of activity by approving several personnel actions at the request of Supt. Jim Carr. The board also gave approval for several summer trips involving athletic teams and clubs.

The personnel actions included the hiring of Mark Dobbs as the boys basketball coach at Susan Moore High School. Dobbs, a Douglas alum, comes to Blount County from the Marshall County system – he has been the middle school basketball coach at Albertville for the past two years. He has previously taught and coached at Boaz, Albertville, and Douglas.

In other personnel action, the board hired teachers Megan Hall (English), Miranda Harris (science), and Lance Kennedy (social science) at Hayden High; Jason Boissel (math) at J.B. Pennington High; Shawn Marsh at Hayden Middle; John Smallwood (social studies) and David Stanford (physical education) at Susan Moore High; Tracy Eiland Aloia and Jamie Guthrie at Hayden Elementary; Brittany Boring, Jessica C. Martin (secondary language arts), Elinda B. Murphree, Jill Vann Ware, Cassie A. Washburn, and Kateland West (secondary math) at Southeastern School.

The board also approved several transfers: technology technician William R. Evatt, II, to the position of technology coordinator; Cleveland High teacher Amy Wilemon to the position of guidance counselor at the school; teacher Hannah Maze from Hayden Middle to Susan Moore Elementary; special education aide Larry Boatright to 11-month custodian at Locust Fork High; Susan Moore High teacher Kirk Ingram to the position of secondary social science/driver’s education teacher at Locust Fork High; Denise Paige Martin from ELL teacher to the position of elementary teacher at Southeastern School; and Blountsville Elementary parent liaison Vicki Herndon to instructional aide at the school.

Child Nutrition Program employees Kim Moore (Appalachian) and Sherry McCoy (Blountsville Elementary) were transferred to the position program manager at their respective schools.

In other personnel-related matters, the board accepted the resignations of federal programs coordinator Karen C. Calvert, maintenance employee Arthur Wayne Hamrick, Hayden Middle teacher Rachel Anderson, Hayden Elementary teacher Stephanie Bagwell, Southeastern Elementary teacher Tiphanie Gatgens, and Susan Moore Elementary teacher Abigail Robinson.

The board also granted leaves of absence to five employees.

In other business, the board:

approved 10 summer field trip requests involving more than 200 students.

allowed Hayden High to host a girls basketball camp for students in grades 2 – 7 on June 26, 27, and 29. Camp cost is $75 for grades 4 – 7 and $50 for grades 2 – 3 and all proceeds will go to the junior high girls team at Hayden.

awarded the summer plumbing bid (May 2011 through September 2011) to Straight Mountain Rooter of Oneonta. The bid is for plumber ($60 per hour), helper ($30 per hour), and travel ($80).

contracted with The Hands Program/ Alabama Autism Assistance Program to meet the IEP requirements of a student from June 1 through July 31. The program will be paid $30 per hour for academics and $55 per social group therapy one day per week from IDEA Part B and/or ARRA IDEA funds.

contracted with Brooke Mahaffey to provide extended school year services three hours per day/three days per week for the period June 28 through July 14. She will be paid at the board-approved rate from IDEA ARRA and/or IDEA Part B funds.

contracted with Megan Newman to provide extended school year services three hours per day/three days per week for the period June 28 through July 14. She will be paid at the board-approved rate from IDEA ARRA and/or IDEA Part B funds.

contracted with Brenda J. Hester to provide extended school year speech language services for four students four hours per day/one day per week for the period June 4 through July 30. She will be paid $30 per hour from IDEA ARRA and/or IDEA Part B funds.

contracted with Kimberly A. Smith to provide extended school year language services for multiple students two hours per day/two days per week for the period June 14 through July 30. She will be paid $30 per hour from IDEA ARRA and/or Part B funds.

contracted with Gretchen Kelly, Billie Miller, Jania Novara, and Julia Wall to serve as Summer HQ tutors/teachers for the period June 28 through July 30. Each will be paid up to $180 plus fringe benefits from Title I funds.

contracted with Hayden Middle School literacy coach Suzette Johnson for 10 days at the board-approved rate to work with the continuation of the Fast ForWord pilot program for at-risk learners for the period June 6 through Aug. 5. The contract, not to exceed $850 including fringe benefits, will be paid from At-Risk funds.

contracted with Hayden Middle School math teacher Bethany Eddy for 10 days at the board-approved rate to work with the continuation of the Fast ForWord pilot program for at-risk learners for the period June 6 through Aug. 5. The contract, not to exceed $850 including fringe benefits, will be paid from At- Risk funds.

contracted with Chris Wigley to provide summer co-op monitoring for AOD and other at-risk students for the period June 6 through Aug. 10. He will be paid at his daily rate of pay, not to exceed $5000 including fringe benefits, from At-Risk funds.

contracted with Andrew Holland, Terri Hubauer, and Windy Jennings to provide summer remediation from June 6 to July 29 to Susan Moore High students for sections of the Alabama High School Graduation Exam not passed. Each will be paid at the board-approved rate, not to exceed $600, from High Hopes funds.

entered into a transportation agreement for the 2011 Summer Academy with Wallace State Community College for the period June 13 through July 14. A copy of the agreement is on file in the superintendent’s office.

allowed Cleveland High to contract with Enterprises by Thomas Inc. D.B.A. Moura’s Checks and Business Forms for cabin rental at Smith Lake to house the cheerleaders while attending camp at Good Hope High June 20 through June 23. The contract, not to exceed $970.16, will be the school’s local funds.

entered into an agreement with Community Action Partnerships of North Alabama Inc. Head Start Program to coordinate related services to diagnose disabled eligible preschool children participating in the program during the 2011-2012 school year.

contracted with Glenn Puckett to serve as summer school ACCESS facilitator for students returning to or planning on attending the Blount County Career Technical Center for the first time. He will be paid $135 per day for up to 16 days, not to exceed $4000 including fringe benefits, from At-Risk funds.

allowed Hayden Elementary to enter into an agreement with Birmingham Children’s Theatre for two performances – The Legend of Sleepy Hollow on Nov. 30 and Sacagawea on April 26 – during the 2011- 2012 school year. Costs – $1650 for each performance – will be shared between Hayden Primary and Hayden Elementary schools.

approved a $350 payment to Markel Insurance Company for the blanket accident and health/special risk insurance to cover approximately 30 occupational diploma students during the 2011-2012 school year.

adopted the board position statement on grading. This was developed with the input of teacher groups and administrators and provides a consistent framework as the system moves from STI classroom to the InformationNOW student management program.

approved the 2011-2012 dual enrollment equivalencies chart which provides a list of enrollment equivalencies to be used throughout the district and among partnering two-year institutions.

approved the salary schedule for the 2011-2012 school year.

approved Randy Cater as a noncompensated volunteer at Locust Fork High for the 2011-2012 school year.

agreed to pay Locust Fork High STI manager Vicki Wallis up to 10 additional days during the summer to complete the closing of the 2010-2011 school year. She will be paid at her 2010-2011 daily rate from the school’s local funds.

employed John Michael Lauderdale and Trent Tatum on a part-time, asneeded basis to assist the Cleveland Elementary custodian during the summer. Each will be paid at the current minimum wage, not to exceed 30 hours, from the school’s general fund.

entered into a subterranean termite control agreement with Cook’s Pest Control for the termite treatment at Locust Fork High (home economics and ag departments). The contract, not to exceed $2142, will be paid from the general fund.

approved 2011-2012 handbooks for the Blount County Learning Center, Hayden Middle, Locust Fork Elementary, and Locust Fork High schools.

agreed to pay Susan Horton to work 10 additional days during the summer to assist in completing program and form updates, plan revisions, program evaluations, and other federal requirements. She will be paid at her 2010-2011 daily rate from Title I FY2011 funds.

approved additional days during the summer for STI managers to prepare for the conversion to InformationNOW, perform implementation procedures, and to prepare for student registration, scheduling, and the opening of school. Elementary managers are approved for up to five additional days while high school managers are approved for up to 10 additional days.

employed Kyle Pullen and Trevor Pullen on a part-time, as-needed basis to assist with various projects at Susan Moore High during the summer. Each will be paid at the board-approved hourly rate, not to exceed $500 each, from the school’s local funds.

employed Geoffrey Bramblett on a part-time, as-needed basis to assist with lawn maintenance and various projects at Locust Fork High. He will be paid at the board-approved hourly rate, not to exceed $2500, from the school’s local funds.

revised the system’s kindergarten grading scale to reflect proficiency of the recently adopted Common Code Standards. The old system – S-satisfactory, Nneeds improvement, U-unsatisfactory – will change to – E-excellent (exceeds standard), S-satisfactory (meets standard), Iimproving (partially meets standard), Uunsatisfactory (does not meet standard).

allowed a student to transfer outside the system with the stipulation that the board will not assume any liability in relation to the release.

extended the contract with Jerry Tidwell Construction for renovations through Sept. 30, 2012.

Finally, the board entered into an agreement with Community Action Partnership of North Alabama Inc. to lease a part of Susan Moore Elementary School.

The lease calls for the group to use and occupy the property only for the purpose of providing Head Start services and directly related activities. The agreement – which is for the period June 1, 2011, through June 30, 2014 – is on file in the superintendent’s office.
