Random drug testing coming to Susan Moore High

The Blount County Board of Education has given approval for the implementation of random drug testing at Susan Moore High School. The action was taken during last week’s board meeting.

According to Supt. Jim Carr, the grant for the countywide drug testing schedule had run out and additional funds were not available. Susan Moore High School asked to continue the testing on a local level.

The board authorized the school to contract with Select Medical Systems Inc. to collect and analyze urine samples as a part of the program. The company will be paid $20 per student tested from the school’s local funds.

In other business, the board acted on the recommendation of Carr and:

•approved credit recovery plans for Cleveland, Hayden, Locust Fork, and Susan Moore high schools.

•approved the following non-compensated volunteers for the 2010-2011 school year: Susan Blythe, Jason Edwards, Craig Marsh, Corey Stephens, and Chris Washburn – J.B. Pennington; Larry Boatright, Randy Cater, Kim Hollis, Teresa Latham, and Tara Mathews – Locust Fork High; Cory Ray Franklin and Coleman Mason – Susan Moore High.

•paid $2423.70 for the subscription to the CLAS Leadership Institute/Professional Development Program for the 2010-2011 school year.

•paid $22,864 for the board’s 2010-2011 Alabama Risk Management for Schools General Liability/Errors and Omissions coverage.

•entered into a dual enrollment/dual credit agreement with Jefferson State Community College for the 2010-2011 school year.

•approved $500 payment to Willis Agency Inc. for system financial officer Marcena Bryson’s bond renewal.

•approved $300 payment to Willis Agency Inc. for assistant superintendent Rodney Green’s bond renewal.

•agreed to reimburse Angie and Jay Washburn up to $500 for preschool extended school year services at Puzzle Piece Inc. during the summer of 2010. The funds will come from IDEA Part B, general, or ARRA.

•contracted with Kelley Clegg Neal to provide music instruction at Blountsville Elementary for six days during the month of September. She will receive $40 per hour, not to exceed a total of $1035, from the school’s Title I FY2010 funds.

•contracted with Amy Owens to provide tutoring during the school day on an as-needed, part-time basis to at-risk ELL students at Susan Moore Elementary from Oct. 5, 2010, through May 26, 2011. She will be paid $12.50 per hour, not to exceed a total of $14,170, from Title I 2011 funds.

•contracted with Shawn Marsh to serve as a reading intervention tutor for Susan Moore Elementary students from Oct. 5, 2010, though May 26, 2011. He will be paid $10 per hour, not to exceed a total of $14,170, from Title I FY2011 funds.

•contracted with J. Farley Consulting Inc. to conduct evaluations of principals and central office coordinators from Oct. 1, 2010, through June 30, 2011. The company will be paid $625 per employee evaluation from the general fund.

•allowed Locust Fork High to contract with Walsworth Yearbooks for publication of the 2010-2011 yearbook. The total contract shall not exceed $19,928 and will be paid from the school’s local funds.

•allowed Locust Fork High to contract with Cline Tours Inc. to transport the football team to and from the Cleburne County game on Oct. 8, 2010. The contract shall not exceed $896 and will be paid from the Locust Fork Booster Club’s funds.

•allowed Locust Fork High to contract with New Direction Charter to transport the band to and from the Cleburne County football game on Oct. 8, 2010. The contract shall not exceed $750 and will be paid from the Locust Fork Booster Club’s local funds.

•allowed Hayden High to pay Randall Pugh for waxing and finishing the school’s floors during the summer of 2010. He will be paid at his 2009-2010 daily rate from the school’s local funds.

•allowed Hayden High to pay Jackie Acton and Carla Bowens to work the admission gate at the home varsity football games during the 2010-2011 season. Each will receive $50 per game, not to exceed a total of $300 each, from the school’s local funds.

•contracted with Jackie Sivley to serve as a facilitator for students enrolled in ACCESS classes at the Blount County Career Technical Center during the 2010- 2011 school year. She will be paid $30 per hour, not to exceed eight hours per week, from the general fund.

•contracted with Sherri Alldredge to provide homebound services to a Susan Moore High student from Aug. 16, 2010, through Sept. 24, 2010. She will receive $20 per hour plus travel reimbursement and the total amount of the contract shall not exceed $600. The contract will be paid from the general fund.

•contracted with Kay Williams to provide homebound services to a Blount County Learning Center student from Aug. 23, 2010, through May 26, 2011, or whenever the student is capable of returning to school. She will be paid $20 per hour plus travel reimbursement and the total amount of the contract shall not exceed $3000. The contract will be paid from IDEA Part B and/or general funds.

•contracted with Wendy McCollum to provide homebound services to a J.B. Pennington student from July 1, 2010, through June 30, 2011. She will be paid $20 per hour plus travel reimbursement and the total amount of the contract shall not exceed $3000. The contract will be paid from IDEA Part B and/or general funds.

•contracted with Amy Cutcliff to provide homebound services to a Hayden High student from Aug. 17, 2010, through Sept. 28, 2010. She will be paid $20 per hour plus travel reimbursement and the total amount of the contract shall not exceed $600. The contract will be paid from the general fund.

•contracted with Carnell Spradlin to provide homebound services to a Blount County Learning Center student from Aug. 24, 2010, through Sept. 17, 2010. He will be paid $20 per hour plus travel reimbursement and the total amount of the contract shall not exceed $300. The contract will be paid from IDEA Part B and/or general funds.

•contracted with Marie Johnson to provide homebound services to a Hayden High student from Aug. 30, 2010, through May 26, 2011. She will be paid $20 per hour plus travel reimbursement and the total amount of the contract shall not exceed $3000. The contract will be paid from the general fund.

•contracted with Megan Newman to provide homebound services to a Blount County Learning Center student from Aug. 23, 2010, through May 26, 2011. She will be paid $20 per hour plus travel reimbursement and the total amount of the contract shall not exceed $3000. The contract will be paid from IDEA Part B and/or general funds.

•contracted with Brooke Mahaffey to serve as a RISE program teacher’s aide from Aug. 12, 2010, through Aug. 27, 2010. She will receive substitute pay at the rate of $58 per day from ARRA funds.

•contracted with Cathy Marsh to provide remediation at J.B. Pennington sections of the Alabama High School Graduation Exam (AHSGE) not passed from Sept. 8, 2010, through Sept. 17, 2010. She will be paid $20 per hour, not to exceed a total of $800, from High Hopes funds.

•contracted with Regina Danette Tawbush, Mitsi Weems, Conny Lowery, and Melissa Bush to provide remediation at Cleveland High for AHSGE sections not passed from Sept. 1, 2010, through Aug. 31, 2011. Each will be paid $20 per hour, not to exceed a total of $2000 each, from Graduation Exams Remediation/ Credit Recovery-High Hopes funds.

•contracted with Paula Rush to provide remediation at Cleveland High for AHSGE sections not passed from Sept. 1, 2010, through Aug. 31, 2011. She will be paid $12.50 per hour, not to exceed a total of $2000, from Graduation Exams Remediation/Credit Recovery-High Hopes funds.

•contracted with Jane George and Jeremy Penny to teach Math Mulligan at Hayden High from Aug. 26, 2010, through May 20, 2011. Each will be paid $20 per hour, not to exceed two hours per week, from the school’s local funds.

•contracted with Katherine Veazy and Kelly Morton to provide remediation for AHSGE sections not passed and to serve as teachers for credit recovery at Hayden High from Sept. 13, 2010, through Dec. 10, 2010. Each will be paid $20 per hour, not to exceed a total of $2000, from Graduation Exams Remediation/Credit Recovery-High Hopes funds.

•entered into a Local Articulation Agreement between the Blount County Career Tech Center and Gadsden State Community College.

•contracted with Wallace State Community College to provide transportation for Blount County students who are active participants in the Wallace State Upward Bound Saturday Academy.

•contracted with the UAB School of Education to form a partnership to prepare master’s degree students to earn an Alabama Class A Leadership Certification.

•awarded the copier lease bid for Appalachian High to Federal Graphics LLC. The company will provide two new copiers and one refurbished duplicator on a 36-month lease with an option to purchase at the end of the lease.

•approved the FY-2011 Capital Plan.

•accepted the resignations of Renee Skillman Self, teacher, J.B. Pennington, and Rodney Johns, HVAC technician.

•granted leaves of absence to 14 system employees.

•approved the 2010-2011 personnel list.

•approved the superintendent’s recommendation to pay salary supplements for the 2010-2011 school year based on written requests from principals for athletic coaches, cheerleader sponsors, band directors, and persons assigned to maintain the athletic program fields during the summer months. These supplements are based on the board-approved supplement list and do not include supplements paid from local school funds.

•approved the following requests from principals to pay supplements for the 2010-2011 school year from local funds: Blountsville Elementary – Jennifer Arrington, yearbook, $500; Cleveland Elementary – Linda Williams, yearbook, $600; Cleveland High – Linda Williams, yearbook, $600; Hayden High – Sharon Cox, 7th-8th cheerleader sponsor, $1000; Lucas Drake, B-team baseball, $1200; Kim Hargett, maintaining school grounds and athletic fields and facilities, $2125; Steven Kerby, athletic administrative duties, $2840; Shane Howard, maintaining school grounds and athletic fields and facilities, $2125; and Anthony Reid, maintaining school grounds and athletic fields and facilities, $2125.

•allowed the Hayden High Athletic Booster Club to contract with Steven Kerby, head football coach, for the 2010- 2011 school year. The annual $10,000 supplement and all associated benefits will be paid from the club’s funds and a copy of the contract is on file in the superintendent’s office.

•allowed the Southeastern Elementary Athletic Booster Club to contract with David Sibert for basketball and baseball assistant coaching duties during the 2010-2011 school year. The annual $1000 supplement and all associated benefits will be paid from the club’s local funds.

•allowed the Cleveland High Band Booster Club to contract with Sheila Fallin to assistant with the band auxiliary during the 2010-2011 school year. The supplement of $714 and all associated benefits will be paid from the club’s local funds.

•allowed Davida Hicks to assist Hayden High bookkeeper Lynn Mullins with the preparation for year-end closing and audit, not to exceed 40 hours. She will be paid $7.33 per hour from the school’s local funds.

•allowed Betty Hock and Linda Robertson to work two hours per week during the 2010-2011 football season to prepare pre-game meals for the Cleveland High football team. They will be paid at their regular hourly rate plus time-and-one-half should their hours exceed 40 during the work week from the school’s football activity account.

•paid a stipend of $125 per month, not to exceed $1500 each, plus fringe benefits to school technology consultants from EETT Title II, Part D, and ARRA funds to Lisa Whittington, Appalachian School; Courtney Whitehead, Blountsville Elementary; Angie Beasley, Cleveland Elementary; Amy Wilemon, Cleveland High; Sharon Blocker, Blount County Career Tech Center; Deb Adams, Hayden Primary; Monica Moorer, Hayden Elementary; Lynda Wilder, Hayden Middle; Casondra Edwards, Hayden High; Gail Burgett, Locust Fork Elementary; Tim Clevenger, Locust Fork High; Judy Fincher, J.B. Pennington; Marla Hitt, Southeastern Elementary; Jill Mann, Susan Moore Elementary; and Katrina Jennings, Susan Moore High.

•employed Candace Gorham, parttime caregiver aide, Locust Fork Elementary Extended-Day; Megan Hall, long-term substitute English teacher, Locust Fork High; Eric Carver, long-term substitute social science teacher, Hayden High; Shawn Marsh, long-term substitute math teacher, Susan Moore High; Heather Milner, long-term substitute teacher, Blountsville Elementary; Melissa Sullivan, long-term substitute teacher, Blountsville Elementary; Hollie Gutierrez, long-term special education substitute teacher, Locust Fork Elementary; and Jamie Durant, long-term substitute teacher, Hayden Primary.

•approved the 20-percent community agency partnership through at-risk funds with the Blount County Education Foundation in the amount of $49,068 with the understanding that this amount may be prorated according to state guidelines.

•approved the 20-percent community agency partnership through at-risk funds with the Hope House in the amount of $2425 with the understanding that this amount may be prorated according to state guidelines.

•approved the FY2011 annual budget.

•approved a youth football field agreement.

•contracted with Mitchie Neel to work up to five days to assist with the preparation of the 2012 Young Authors Conference. She will be paid at her former daily rate from the general fund.

•adopted an authorization resolution to authorize principals to execute night deposits and designate principals to pick up bags/receipts.

•revised the school-based student random drug- and alcohol-testing policy.

Finally, the board contracted with Wilda Kretzschmar to provide remediation to J.B. Pennington students for section of the AHSGE not passed from Sept. 8, 2010, through Sept. 17, 2010. She will be paid $20 per hour, not to exceed $800, from High Hopes funds.
